The CHERE is housed as a partnership program at the Hartford Consortium for Higher Education, a highly-regarded organization of 12 public and private colleges and universities.

The mission of the Hartford Consortium is to foster collaborative endeavors among member institutions that will 1) Explore new academic directions, 2) Serve as a catalyst for innovative educational initiatives, 3) Encourage educational excellence across the lifespan, and 4) Assert the role of higher education in the economic, cultural and social life of the region.

Dr. Martin Estey is Executive Director of the Hartford Consortium for Higher Education (HCHE) and has developed an ambitious agenda focusing on workforce readiness and the role of higher education in developing 21st Century skills. Under Dr. Estey’s leadership, Career Beginnings, HCHE’s signature program, has expanded to more students and high schools, engaged new stake-holders, increased staff, and improved its effectiveness in providing college access to underserved and under-represented youth. Dr. Estey is currently co-chair of a work group in partnership with the Hartford Public School district to survey existing college access and readiness programs and generate recommendations to the Superintendent. Dr. Estey has a BA from Swarthmore College and a Ph.D. in Philosophy from Temple University.
